Ragasa is skirting around 100 kilometres to the south of Hong Kong, the Hong Kong Observatory (HKO) said. Ragasa has an extensive circulation. Under its influence, hurricane force winds are still affecting high grounds and the southern parts of the territory occasionally. The Hurricane Signal, No. 10 will remain in force for some time. Local winds are expected to become southeasterlies gradually. Members of the public should be on high alert and beware of destructive winds. Local weather will be persistently adverse today (24th) with frequent heavy squally showers and thunderstorms. Seas will be phenomenal with swells. There will be overtopping waves over the shoreline, which will be particularly significant along the eastern and southern coasts. Members of the public should stay away from the shoreline and not engage in water sports. Ragasa is bringing significant storm surge to Hong Kong. The water level over the eastern coast of Hong Kong has generally risen to more than 3 metres above Chart Datum at 8 am, and the water level at Tai Po Kau even exceeded 3.7 metres above Chart Datum. Meanwhile, the water level over the coast is still rising progressively and is expected to reach the maximum around noon. In the past hour, the maximum sustained winds recorded at Ngong Ping, Waglan Island and Cheung Chau were 146, 134 and 121 kilometres per hour with maximum gusts exceeding 212, 146 and 160 kilometres per hour respectively.
